About the Position:
This is an Excepted Service position. The full performance level of the position is GS-14.
Applicants will independently plan, organize and conduct work rending legal advice and opinions on a wide range of complex and difficult issues. Applicant is expected to carry out any assignment within his/her area of responsibility without preliminary instructions, and otherwise operate with relative autonomy and direct client interface within the policies established by the Chief Counsel/ SJA.
Huntsville is a high-tech city nestled between the edge of the Appalachian Mountains in North Alabama and the Tennessee River. The Huntsville area has one of the largest research parks in the U.S., and the technical community is fortunate to have access to the undergraduate and graduate curricula of several engineering universities. It is also home of the U.S Space and Rocket Center, championship golf courses, museums, professional theater, symphony, sport franchises (baseball, ice hockey, and arena football) and three shopping malls.

Duties
:

Provide acquisition policy guidance, counsel, and support to senior Army Contracting Command officials and Major Subordinate Commands for major and non-major procurements.
·
Provide oral and written advice concerning post-award contract matters including claims, disputes, bankruptcies, terminations, appeals, PL 85-804, and litigation.
·
Provide advice and counseling on international law issues affecting contracting operations, including foreign military sales, export control issues, acquisition and cross-servicing agreements and the status of command personnel (including uniformed service members, civilian personnel and family members) and contractor personnel under status of forces or other international agreements.
·
Provide oral and written advice concerning fiscal law, intellectual property law, Freedom of Information Act (FOIA), Privacy Act (PA) and ethics advice. Practices preventive law by informing management of the impact of changes in laws and regulations.
·
Supports Department of Army/Department of Justice and criminal investigative agencies in cases related to procurement fraud.

Specialized Experience: To Qualify applicants must possess (3) or more years of professional legal experience, acquired after being admitted to the bar; commensurate with the duties and responsibilities of this position. Examples of this experience are: (1) Leading and managing people, (2) Identifying, researching, evaluating and analyzing facts and legal issues, (3) Formulating legal alternative courses of action to decision makers, (5) Advising a Contracting Officer in all aspects of the procurement process, (6) Representing clients before administrative and judicial tribunals.
The Minimum qualification requirements must be met before applicants are eligible for further consideration.
Time in Grade Requirements: Applicants currently employed as an attorney by the federal government must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar membership
: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
