Location: Montgomery Alabama

The fundamental reason this classification exists is to perform technical and administrative work related to real and business personal property appraisals and tax collection. The essential functions are: researches and documents information for real property appraisals; researches and documents information for business personal property appraisals; and provides customer service to taxpayers, real estate and tax professionals, attorneys, government representatives, the public, and co-workers. Employees in this classification primarily perform duties in either real property appraisal section or busin! ess personal property appraisal section but may be cross train! ed and utilized in both sections. Dependent upon the area of assignment, the Appraisal Technician classification receives supervision from the Personal Property Auditor or Appraiser IIIs.

Essential Functions

The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Re! searches and documents information for real property appraisals using plats, deeds, and various appraisal documents following state guidelines and regulations in order to assist Appraisers in conducting accurate Montgomery County property tax assessments.

Reviews databases for instruments and/or documents conveying title of ownership to real and business personal property.
Ensures documents submitted to the Appraisal Department are legal conveyances of property.
Compares each instrument to the Probate deed register to ensure accuracy and completeness.
Verifies parcel number by comparing computer file and instrument.
Determines if files should be created or updated for each discovered and/or submitted instrument.
Creates records of new parcel numbers in databases.
Updates existing files in the appraisal and assessment databases using information gathered from deeds, splits, plats, and appraisals in the appraisal and assessment data! bases.
Edits deeds, maintenance forms, tax collector receipts, and! multiple listing sale sheets for data entry errors prior to updating databases.
Makes corrections to administrative and appraisal computer printouts.
Stamps current use on appraisal printouts that are applicable.
Edits appraisal file to ensure building computations are true and correct.
Enters data into computer from deeds, plats, and maintenance forms.
Places property record cards, deeds, plats, maintenance forms, multiple listing sheets, and appraisal printouts in geographical order.
Files property record cards, deeds, plats, maintenance forms, multiple listing sheets, and appraisal printouts in the proper filing place.

ESSENTIAL FUNCTION: Researches and documents information for business personal property appraisals using business licenses, personal property returns, and various appraisal documents following state guidelines and regulations in order to assist the Personal Property Auditor and Appraisers in conducting accurate M! ontgomery County property tax assessments.

Reviews databases for instruments and/or documents conveying title of ownership to business personal property.
Creates records of new businesses in databases.
Sends business personal property returns to new businesses requesting full listing of all tangible business personal property used to conduct business.
Reviews all business personal property tax returns for completeness and accuracy.
Determines which businesses warrant further review or audit.
Contacts preparer of tax return forms in order to gain clarification, address inaccuracies, and verify contact information.
Makes necessary corrections on returns prior to data entry.
Edits deeds, maintenance forms, tax collector receipts, and business personal property returns for data entry errors prior to updating databases.
Updates existing files in the appraisal and assessment databases using information gathered from deeds, appr! aisals, and business personal property returns in the appraisal and ass! essment databases.
Files maintenance forms, appraisal printouts, and business personal property returns in the proper filing place.

ESSENTIAL FUNCTION: Provides customer service to taxpayers, real estate and tax professionals, attorneys, government representatives, the public, and co-workers using phones, personal computers, maps, appraisal and assessment records, and various databases following departmental procedures as well as state guidelines in order to provide information, answer inquires, and resolve complaints.

Answers general information questions concerning real and business personal property valuation and taxation.
Identifies and determines how to assist individuals' concerns and problems.
Attempts to resolve complaints and problems before referring to supervisor or other division/department.
Directs individuals to appropriate division or department if issue cannot be resolved.
Assists co-workers with projects a! nd duties related to real and business personal property appraisals.

Knowledge, Skills and Abilities

Knowledge of appraisal laws, mapping specifications, and procedures pertaining to real and business personal property as needed to perform technical appraisal functions.

Knowledge of computer applications and usage to include CAMA (Computer Assisted Mass Appraisal) databases and assessment databases as needed to gather and store information for assessment purposes.

Knowledge of GIS computer database applications, Board of Realtors MLS database, and sales database for appraisal and record keeping functions.

Ability to read and interpret complex documents pertaining to real estate and business personal property to include various types of deeds, plats, appraisals, and business reports as needed to create and update information in appraisal and assessment databases.

Ability to review administrative records to in! clude, property record cards, business personal property returns, appra! isal and/or assessment databases as needed to formulate assessments for ad valorem tax purposes.

Ability to read cadastral maps to include locating parcel numbers and/or legal descriptions as needed to locate real and business personal property in Montgomery County for appraisal and/or assessment purposes.

Ability to operate a personal computer as needed to query, retrieve, maintain and distribute information in appraisal and assessment databases.

Ability to review appraisal and/or business personal property databases to include locating real and business personal property as needed to update changes to real and business personal property databases.

Ability to perform mathematical computations to include, calculating square footage of property, buildings and tracts of land as needed to determine size of buildings, lots and acreage tracts for assessment purposes.

Ability to communicate in writing as needed to document activit! ies, provide information, answer questions, and exchange information with coworkers, other agencies, and the public in a clear and concise manner.

Ability to orally communicate with others to include careful listening, understanding, and being easily understood as needed to provide information, answer questions, and exchange information with coworkers, other agencies, and the public.

Ability to interact with others to include listening and being patient, courteous, and tactful as needed to provide/gather information and resolve conflicts.

Ability to establish and maintain effective working relationships with supervisors, associates and the general public as needed to perform duties related to property assessment.

Minimum Qualifications

High school diploma or GED and two (2) years of experience in real estate title/abstract research, real and business personal property appraisals, and/or real and business personal property au! dits.

Special Requirements

Must successfully comple! te both the Alabama Appraisal Manual Residential and Alabama Appraisal Manual Commercial courses within one year of employment.
