Necessary Qualifications
The following Minimum Qualifications are required for this job. You must demonstrate possession of these qualifications by providing a detailed description of your related experience in the work history section of your application. - Work experience researching and monitoring a budget (e.g., forecasting revenues, tracking expenditur es).
- Work experience implementing and monitoring new projects, programs, or initiatives including ensuring compliance with codes, laws, or standards.
- Work experience working in a lead capacity (e.g., training scheduling, and reviewing work of coworkers or staff).
Option 1:
At least a Bachelorâs Degree in Public Administration, Business Administration, Management Finance, Accounting, or a related field with coursework in finance, accounting, or statistics.
Option 2:
- Work experience conducting research, including collecting data, tracking, analyzing, and interpreting data (e.g., tracking project data, processing payroll).
- Work experience writing reports that outline or summarize proposals, research, projects, etc., including providing outcomes and recommendations (e.g ., grant applications, community improvement plans, policy analysis).
- At least a Masterâs Degree in Public Administration, Business Administration, Management, Finance, Accounting, or a related field with coursework in Finance, Accounting, or Statistics.
- Researches, creates, and monitors an annual budget.
- Facilitates the purchasing process or new vendor process by gathering specs, researching vendors, creating purchase orders, scheduling and attending bid opening meetings, preparing template contracts for attorney and City Council review and approval, and/or coordinating signatures.
- Hires, trains, delegates, supervises, and/or evaluates subordinates (e.g., Business Managers, Senior Accountants, Accountants, Administrative Analyst, Administrative Supervisors, Accounting Assistants).
- Oversees purchase orders and requisitions.
- Supports depa rtment/jurisdiction by composing correspondences, producing reports, updating procedural manuals, creating forms, maintaining and updating files, attending trainings, maintaining records, ordering supplies, and implementing and monitoring new programs.
- Initiates, writes, implements, monitors, and reports on grants following Federal, State, Local, and grant guidelines.
- Produces training and sends out or delivers in person
- Knowledge of basic accounting principles and terminology, such as debit, credit, journal entry, general ledger, trial balance, cash flows, income statement, and balance sheet.
- Knowledge of budgetary principles and procedures, and encumbrances/expenditures such as revenues, expenditures, and appropriations involved in establishing and maintaining budgets.
- Knowledge of department policies and procedures on handling complaints (e.g., customer, citizen, etc.).
- Knowledge of principles involved in the management of staff/personnel.
- Knowledge of supervisory techniques in relation to a team environment (progressive discipline, team dynamics, etc.)
- Knowledge of techniques involved in gathering, compiling, reporting information about programs, projects, policies and outcomes.
- The ability to conduct research using various sources of information (e.g., databases, internet, books) in order to identify and compile needed information.
- The ability to guide and direct the accomplishment of work through subordinate staff.
- The ability to manage complex data sets and data files, including merging data files, and importing and exporting data to and from different software packages.
- The ability to schedule activities, meetings, resources, or other work-related matters.
- The ability to teach or train individuals with regard to new information, procedures, processes, and/or equipment.< /li>

Examination Results
Applicants will be notified of their results by mail and/or email. Applicantsâ final scores will determine their position on the hiring register, and the position (or rank) may be subject to change in the event that new names are added to the register due to subsequent administrations of the examination. Once established, the hiring register may be used to meet personnel staffing needs in any jurisdiction served by the Personnel Board of Jefferson County.

Appointment
Vacancies that occur in Merit System municipalities, agencies, and jurisdictions are filled from eligible registers in accordance with the Enabling Act of the State of Alabama. When vacancies occur, lists of eligible candidates from the appropriate registers are sent to the re questing hiring authorities. The responsibility for all hiring decisions resides with the municipalities, agencies, or jurisdictions in which the vacancies exist.

Probationary Period
New employees must satisfactorily complete a one (1) year probationary period before permanent status is attained.
Salaries
All salaries stated are based on present information and are subject to change. Actual salaries offered must be within the established range, and are commensurate with experience, available budget, and jurisdictional/Board policy considerations.
