The fundamental reason that this position exists is to manage and oversee all operations involved in the election process of Montgomery County. This includes Montgomery County primary, primary-run off! , general and other required elections such as municipal, county, state, federal and special elections. The essential functions include supervising two or more full-time employees; supervising the financial management of the Elections Center; managing the overall elections process for the county; preparing for elections; monitoring activities prior to, in preparation for and during Election Day; coordinating post-elections activities; serving as liaison with county, state, federal, and private sector groups; serving as the Absentee Elections Manager, preparing and providing voter education, and performing various activities and projects as directed by the Probate Judge. The Director of Elections reports to the Probate Judge. Essential Functions The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Supervises two or more full-time employees processing employee concerns and problems, directing work, counseling, and disciplining subordinates using personnel files and forms, and computer records following employee procedure's manual, and local, state, federal laws, rules, regulations, policies and procedures in order to ensure the goals and objectives are carried out.

Assigns work to employees; ensures safety procedures are followed.
Interviews, selects, and coordinates the training of employees.
Monit! ors and approves sick and annual leave usage while ensuring adequate coverage is maintained; controls overtime.
Adjusts work schedules to cover absences and/or meet division needs.
Monitors performance and provides feedback to staff on an ongoing basis.
Addresses complaints and resolves problems.
Counsels employees concerning work performance, work habits and other conditions of employment.
Monitors and reviews work of subordinates in order to evaluate subordinates fairly and maintain documentation.
Recommends personnel actions to include disciplining, and firing in accordance with the County's policies and procedures.
Plans, leads and controls the efforts of subordinates in their duties to achieve maximum utilization of staff and equipment.
Develops positions and justification the positions for the Election Center to include working with the Personnel Department to develop job descriptions and selection procedures.

ESSENTIAL FUNC! TION: Supervises the financial management of the Elections Center u! sing current and previous year's budgets and financial reports following Finance Department budget guidelines in order to obtain funds necessary for the efficient and effective operation of the department.

Solicits input from employees for budget requests or future expenditures for equipment, maintenance and supplies.
Reviews budget requests, establishes priorities, and compiles a preliminary budget for the Montgomery County Election Center.
Reconciles budget requests with the target figure set by the Probate Judge and discusses budget proposals with the Judge.
Prepares the annual operating budget for approval by the Probate Judge and the County Commissioners.
Attends budget hearings and provides justification for budgeted items to include explaining department priorities.
Presents final draft of department budget to the Probate Judge for approval and justifies requests as required.
Monitors and approves all expenditures, compares expenditur! es against appropriations and makes recommendations for changes to the budget in order to meet department priorities or needs.
Requests additional funds for unexpected expenses not covered in the operating budget.
Prepares memorandums of understanding to establish administrative charges, duties and responsibilities in conducting non-County elections.
Prepares invoices for administrative charges in regards to non-county elections.

ESSENTIAL FUNCTION: Manages the overall elections process for the county and for other non-county entities following the Code of Alabama, Title 17, Fair Campaign Practices Act, the Americans with Disabilities Act (ADA), the Help American Vote Act (HAVA), the Civil Rights Act, City of Montgomery Act 618 and other applicable federal, state, and municipal statutes and administrative rules in order to ensure that elections are implemented and administered properly.

Maintains the official calendar of election dates i! n order to determine assignments and deadlines.
Maintains knowledge! of changes in election laws to ensure the proper implementation and administration of elections.
Supervises the selection and coordination of polling places within the county.
Reviews historical data for polling places to determine which polling places should be combined or if new polling places should be obtained.
Makes recommendations to the Probate Judge and County Commission regarding the need for additional polling places and precinct splits and other recommended consolidations.
Ensures that recommended polling locations meet federal, state and local guidelines.
Ensures that changes to precincts or other applicable election procedures are forwarded to and approved by the Department of Justice.
Develops policies and procedures for administering and implementing election procedures following appropriate election laws.
Develops recommendations for changes to election laws in order to ease implementation and administration.
Supervises and d! evelops Election Day troubleshooting procedures for polling places and precincts.
Works with Montgomery County Election Center, the Judge of Probate, and other election officials to assess and certify voting systems.

ESSENTIAL FUNCTION: Prepares for elections which include primary, general and other required elections for municipal, county, state, federal and special elections following the Code of Alabama, Title 17, Fair Campaign Practices Act, the Americans with Disabilities Act (ADA), the Help American Vote Act (HAVA), the Civil Rights Act, City of Montgomery Act 618, and other applicable federal, state, and municipal statutes and administrative rules in order to ensure that the elections are conducted properly.

Assigns tasks to Montgomery County Election Center staff.
Trains Montgomery County Election Center staff in tasks to be performed in preparation for elections.
Works with the Montgomery County Board of Registrars and others to! prepare and certify lists of eligible and registered voters by precinc! t and by polling place.
Coordinates the official bank of candidate filings for office to ensure that deadlines are met and that state and federal laws are followed, specifically the Fair Campaign Practices Act.
Ensures that all campaign financial disclosures have been collected and forwarded to appropriate government agencies.
Prepares sample ballots, absentee ballots, and official ballots based on candidate filings and laws, which includes proofreading the information for accuracy and determining the ballot format(s) and style(s).
Prepares and places required election-related notices in designated newspapers.
Coordinates precinct locations for polling places.
Determines supply and equipment needs for polling places.
Determines poll worker needs for each polling place.
Manages, supervises and coordinates the recruitment, selection and training of polling officials to include preparing materials for the selection committee, working with the th! ree-member selection committee (Appointing Board), assigning polling officials to polling locations, and preparing for and conducting training sessions for polling officials.
Supervises the assembly and distribution of supplies to the polling places.
Supervises the preparation and programming of voting equipment.
Ensures that all voting machines are certified, tested, and sealed.
Supervises the distribution of voting equipment to polling places.
Motivates staff members for election preparation and administration.
Supervises and coordinates all aspects of voter education.
Supervises and coordinates the development and printing of training materials.

Serves as the official point of contact for election related questions, problems and complaints during the administration of elections in Montgomery County.
Coordinates media activities regarding election related issues or questions.
Supervises the deployment of election technicians to precincts and polling places to resolve problems with voting equipment.
Supervises and coordinates polling place security issues with the Montgomery County Sheriff's Office.
Maintains voting equipment and election supplies required for current polling places (schools, churches, etc.).
Inspects equipment and coordinates procedures for necessary repairs.

ESSENTIAL FUNCTION: Coordinates post-elections activities following the Code of Alabama, Title 17, Fair Campaign Practices Act, the Americans with Disabilities Act (ADA), the Help America! n Vote Act (HAVA), the Civil Rights Act, City of Montgomery Act 618, and other applicable federal, state, and municipal statutes and administrative rules in order to ensure that all votes are counted, to collect all materials and equipment, and to improve future elections.

Coordinates and manages the return and receipt of ballots, voting materials, voting equipment and related election precinct materials from each precinct to the Montgomery County Election Center on Election Day to ensure the accurate tabulation of ballots cast in Montgomery County.
Manages and coordinates the electronic tabulation of votes received from each precinct.
Performs quality control checks on tallied votes to ensure accuracy of count.
Coordinates the return of all election-related supplies and equipment from the polling places.
Coordinates follow-up evaluation procedures and surveys of elections procedures, personnel and voting facilities.
Manages the compilation of e! lection-related statistics.
Serves as liaison with county, state, f! ederal, and private sector groups to maximize the timely, efficient implementation of election related matters.
Responds to complaint or request from citizens, candidates and the public during the administration of elections.
Supervises the resolution of election-related complaints.
Initiates appropriate actions to resolve precinct based complaints.
Works with all county departments and divisions to coordinate election-related projects.
Participates in meetings with city, county, state, and federal agencies to identify significant issues that could enhance the administration of elections.
Plans, arranges, and orchestrates meetings between agencies and/or the public and the Montgomery Election Center on relevant issues, for the purpose of furthering goals and objectives and enhancing public involvement.

ESSENTIAL FUNCTION: Performs various activities and projects as directed by the Probate Judge in order to assist in the efficient and effective operations of the Probate Office and the Elections Center.

Performs the duties of a comprehensive nature in the Probate Office to carry out the instructions and policies of the Judge of Probate.
Works with all probate and county divisions and/or departments to coordinate efforts and projects as directed by the Judge of Probate.
Coordinates extraordinary activities and functions with federal, state, and other agencies and entities to benefit the operation of the probate office including the administration of grants and other activities.

Coordinates the development of election-related legislation.

Serves as the Absentee Election Manager when so designated by elected officials foll! owing the Code of Alabama, Title 17, Fair Campaign Practices Act, the Americans with Disabilities Act (ADA), the Help American Vote Act (HAVA), the Civil Rights Act, City of Montgomery Act 618, and other applicable federal, state, and municipal statutes and administrative rules in order to ensure that absentee elections are conducted properly.
Ensures that absentee voting supplies are ordered, obtained and utilized during each election cycle.
Supervises the review of absentee ballot requests and determines voter eligibility; required to determine appropriate ballot for each absentee ballot request.
Manages, supervises and coordinates the recruitment, selection and training of absentee officials to include preparing materials for the temporary and/or seasonal staff members, working with party officials and poll watchers, assigning polling officials to the absentee effort, and preparing for and conducting training sessions for absentee voting polling officials Develops, reviews and manages all absentee related correspondence and ! related communication to those citizens who choose to vote by absentee ballot.
Coordinates the administration and processing of applications and ballots provided to military and overseas voters during each election cycle.
Prepares and provides voter education following the Code of Alabama, Title 17, Fair Campaign Practices Act, the Americans with Disabilities Act (ADA), the Help American Vote Act (HAVA), the Civil Rights Act, City of Montgomery Act 618, and other applicable federal, state, and municipal statutes and administrative rules in order to ensure that voters are made aware of election procedures and events.
Develops and provides presentations for voters and citizen groups providing information on comprehensive election procedures.
Develops voting guides and public service announcements to make the public aware of election procedures and events.
Develops and publishes/produces a variety of educational materials to include manuals, brochures, and ! electronic materials as a component of voter education.
Provides advice to and cooperates with officials, citizens and community organizations in connection with election or voting issues.
Develops and supervises ongoing efforts to enhance accessibility in all elections conducted in Montgomery County, Alabama. Knowledge, Skills and Abilities Knowledge of the County of Montgomery personnel rules, regulations and procedures to include procedures for hiring, promotion, discipline, termination, and procedures for requesting and reporting annual, sick, and compensatory leave as needed to supervise and advise subordinates on current policies and procedures.

Knowledge of budgetary constraints to include the prioritization of needed budgeted items such as fixed and non-fixed assets as needed to remain within budgetary parameters.

Knowledge of elections practices and principles as needed to implement and administer elections.

Knowledge of elections! record keeping systems as needed to prepare Federal, State, and Munici! pal documents and maintain historical information.

Knowledge of State elections laws including The Code of Alabama, Title 17 as needed to implement and administer elections.
