The fundamental reason this classification exists is to supervise corrections officers engaged in the security and control of inmates in the Montgomery County Detention Faci! lity. Sergeants spend the majority of their time performing the following essential functions: ensuring the safety of staff and inmates, supervising officers, processing inmates for release, and operating the central control booth. In addition, sergeants will also perform the following essential functions to a lesser degree: supervising inmate actions and movement, booking inmates, performing intake duties, and performing administrative duties. Work is performed under the supervision of a Corrections Officer Lieutenant. The work of a sergeant differs from that of an officer in that a sergeant has supervisory authority, and the work of a sergeant differs from that of a lieutenant in that a lieutenant has responsibility for an entire shift. Work involves regular exposure to unpredictable conditions which may arise in a correctional ins! titution. Essential Functions ESSENTIAL FUNCTIONS: The followi! ng list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Ensures the safety of staff and inmates by conducting safety and security inspections and responding to volatile situations using inspection forms and reports, tasers and mace, physical exertion to restrain inmates, and defensive techniques to p! rotect self and others following facility policies and procedures in order to prevent lawsuit and injury.

Responds to emergency situations (code calls) such as fights, riots, escapes, fires, disturbances, and natural disasters in accordance with established policies and procedures, guidelines, rules and regulations.
Ensures cell block totals are accurate in computer to ensure that all inmates are accounted for at all times.
Observes inmate movement and behavior using television monitors in central control in order to ensure that officers and civilian staff are in a safe and secure environment free from improper inmate behavior.
Responds to and resolves problems on the facility floors following facility policies and procedures.
Completes incident and offense report in order to document situations and incidents that occur in the facility.
Reviews inspection/search forms and ensures that work orders are completed to repair/maintain facility propert! y.
Supervises or conducts searches and inspections, reports finding! s, and addresses or responds to findings in accordance with appropriate policies, procedures and guidelines.
Conducts and documents findings for walk-thrus in order to document and address maintenance needs, security hazards, etc.
Reviews and follows up on requests for equipment/building repair and maintenance in order to ensure that the building and equipment are functional when needed.
Conducts and documents fire drills for facility.

ESSENTIAL FUNCTION: Supervises officers during a shift using television monitors, radios and other instruments following the facility policies and procedures in order to ensure that tasks are performed correctly by officers.

Reviews all computer entries made by officers related to intake, release, etc. in order to ensure accuracy and completeness.
Reviews all paperwork completed by officers such as incident reports and the reports and documents related to intake, release, etc. to ensure that the paperw! ork is accurate and complete.
Observes performance of subordinates for appearance, work techniques, and demeanor in person and via video monitors to ensure work responsibilities are accomplished and completed according to facility policies and procedures and to identify and correct performance problems.
Contacts officers periodically by radio to ensure that officers are in correct area and that the area is secure.
Responds to requests for information or questions from subordinate personnel.
Reviews logs from previous shifts to gain an understanding of what tasks have been performed by the previous shift, what situations may have occurred on the previous shift, and what tasks need to be performed by the current shift.
Assigns officers to posts/tasks for the shift in muster.
Meets with subordinates concerning performance problems that may or may not become formal grievances and attempts to resolve them utilizing the chain of command.
Provides train! ing to assigned personnel by demonstration and discussion or delegates ! training responsibilities to a subordinate to ensure that employees understand their responsibilities and are able to competently perform their assigned tasks.
Consults with superiors to get advice on handling subordinates' performance problems (e.g., attendance, drop in performance effectiveness, personal problems).
Issues verbal and written warnings to officers for improper work behaviors.
Documents breaks for officers and civilian personnel.
Prepares payroll for shift using the computer.
Resolves conflicts between staff members.
Writes memos of reprimand documenting performance problems, consequences, and recommendations for improvement.
Directs subordinates to resources for professional help concerning job-related or personal problems.

ESSENTIAL FUNCTION: Operates the Central Control Booth using a control panel, video monitors and electronic fire and security alarms in order to limit and monitor the movement of individuals wit! hin the facility and to serve as the central monitor of doors, alarms, radio communication, etc.

Ensures that all doors are locked, fire alarm system, cameras and monitors are in working order and that all keys and radios have been checked in by prior shift.
Observes video cameras to view the perimeter of the jail, the main doors of the jail, elevators, recreation areas, delivery area, parking area, chapel, and library to monitor inmates and identify unusual activities.
Keeps a log of shift occurrences in order to notify later shifts of the activities of the shift and to document the comings and goings within the facility.
Opens and closes doors to control traffic to and from secured areas, to ensure that the facility's perimeter is secure at all times, and to override other door operations during an emergency.
Observes inmates in areas surrounding the central control booth who are waiting to be transported to court, waiting to see a lawyer or bonds! man, or waiting to leave for work release.
Operates the intercom sy! stem to make general pages (e.g., page an individual or provide information such as counts being cleared), make announcements, and announce codes.
Monitors fire alarm system panel to ensure the safety of the facility inmates and staff from the possibility of a fire.
Directs rovers to different locations over the intercom and radio.
Issues emergency codes throughout the facility using intercom.
Issues all keys to incoming staff ensuring that all log books are kept up to date.
Responds to fire alarms by silencing the alarm, overriding the elevator, announcing the location of the fire over the intercom, notifying booking, and calling the fire department to reset the alarm.

ESSENTIAL FUNCTION: Processes inmates to be released from facility including verifying release orders, collecting items issued to inmates and reissuing inmate personal property following facility policies and procedures in order to ensure that accurate records are maintain! ed, that inmates' rights are protected and that county property is accounted for.

Determines inmate's background using NCIC in order to ensure that the inmate has no outstanding warrants.
Obtains inmates fingerprints to ensure match and to determine if any issues have occurred since the inmate entered the facility.
Compares court release orders to intake records to ensure charges match and calls judge's office to verify court orders.
Verifies bail bond amounts, procedures, or special instructions from judges.
Processes property bonds by reviewing tax assessment sheets, verifying that property is viable for bond, and obtaining signatures.
Processes bonds posted by bonding company by reviewing assurity slips, attaching them to completed bond and obtaining signatures.
Notifies the facility extradition officer to arrange out-of-state extradition.
Contacts law enforcement agencies that have outstanding warrants on inmates to determine if the ! agency wants to receive the inmate and makes arrangements with agency t! o transfer inmate.
Completes bonds and release slips when inmates are released.
Notifies officer/rover to escort inmate to booking/release area after the inmate has been showered, dressed, etc.
Ensures that inmates are transferred to other detention facilities within the state and outside of the state using hand cuffs, leg irons, waist chains and county vehicles, when necessary.
Reviews teletype to determine if out-of-state agency wants to extradite the inmate.
Processes cash bonds made through the court by completing the bond paperwork, sending the individual to the courts to make the cash payment, and receiving the receipt issued by the court back from the individual.
Returns all personal items and obtains signature on release form.
Processes out of county bonds.
Updates inmate counts in computer.
Collects items issued to inmate such as clothing, bedding, and ID bracelet and checks off inventory sheet, as needed.
Reviews extradition! paperwork to ensure that information is correct and to determine when, where, and how an inmate is to be transported.
Issues a disbursement receipt for commissary accounts to exiting inmates using the computer.
Completes a lost/damage property form and forwards to appropriate staff members so that deductions can be made to the inmate's commissary account.
Opens/closes telephone PIN# to activate/deactivate telephone privileges for inmate.
Pulls master file, folder, property, etc. in order to begin release process.

ESSENTIAL FUNCTION: intake duties using facility computers, instant cameras, cameras, property lockers, envelopes, print cards, facility keys, monitors, and gloves following the facility policies and procedures in order to process the inmate into a facility cell.

Ensures that inmate receives an unclothed body search for weapons or contraband.
Ensures that inmate is escorted to the proper cell.
Ensures that inmate re! ceives a shower, personal hygiene, clothing, and living materials.
! Obtains inmate fingerprints.
Performs DNA swabs and/or alcohol (Drager) testing on inmates.
Obtains inmate picture using a camera.
Issues identification bracelet to inmate in order to ensure proper identification of the inmate.
Itemizes personal belongings and places them in storage.
Itemizes money, enters the amount into a computer and stores in a safe lock box.
Inventories inmate clothing and stores in a secure area.

ESSENTIAL FUNCTION: Performs administrative duties using telephones, radios, administrative forms, facility keys, note pads, intercoms, computers, copiers, general office supplies, filing cabinets, hand carts, and county vehicles following the facility policies and procedures in order to document action taken when securing inmates, document jail operations, and ensure the facility operate within policies and procedures.

Reviews all inmate paperwork and corresponding computer entries to ensure that information i! s complete and correct.
Discusses shift occurrences with in-coming shift staff members.
Answers questions from the public via the telephone and in person regarding issues such as inmate status, visitation schedules, complaints, policies, and procedures.
Reads facility rules, procedures, and regulations.
Accompanies witnessing officer to magistrate so that the officer can sign a warrant initiating criminal charges against inmates who have committed crimes within the facility.
Testifies in court.
Attends in-service officer related training.

Exchanges information with arresting law enforcement officers or the courts in order to clarify information surrounding inmate charges or case numbers.
Logs informatio! n on key log, officer break log, radio log, and security log.
Ensur! es that all paperwork such as booking forms and court documents for inmate is correct and complete.
Enters personal information into a computer database, ensuring that all information is entered correctly.
Calls dispatcher to send teletypes to other law enforcement agencies who have outstanding warrants on inmates to verify that the warrant is still active and that the agency will extradite.
Observes incoming inmates' behavior in holding cells to identify unusual, inappropriate, or potentially suicidal behavior.
Contacts appropriate agency (fire department, security company, EMT) in the event of an emergency that requires the agency's assistance.
Assigns inmate to a cell ensuring that the inmate is added to the computer.
Reviews forms such as the booking sheet, medical form, enemy form, visitation card, etc. to collect demographic, identification, and health information and to determine how to classify the inmate.
Determines how an inmate should ! be classified based on the demographic and medical information collected from the inmate.
Performs pat search of arriving inmates for weapons and contraband and removes the inmate's personal property from his or her possession.
Requests that a facility nurse perform a general evaluation of inmate injuries to determine if individual needs medical treatment.
Informs inmates of charges, bond amounts, courts they must appear in, and administrative "holds" placed on them from other law enforcement jurisdictions.
Pulls existing file for inmates that have previously been in the jail facility or creates a new file for first time inmates.
Inventories personal property, places into inventory envelope, and has individual sign the inventory envelope.
Observes inmates placing their currency into the ATM.
Knowledge, Skills and Abilities Knowledge of safety and security procedures such as body search procedures, inspection procedures, cell search procedures, an! d emergency evacuation procedures as needed to ensure the safety of sta! ff and inmates.

Knowledge of facility layout to include north and south directions and location of emergency exits, control booths, sally ports, medical facilities, authorized inmate areas, mezzanine area, stairways, booking area, property room, laundry, kitchen, and release area as needed to respond to codes, escort inmates to specified locations, report to work stations and implement emergency evacuation procedures.

Knowledge of Montgomery County Detention Facility policies and procedures regarding issues such as booking and intake, communications, contraband control, hazardous materials, inmate classification, booth control duties, fingerprinting, inmate release, inmate restraint, riot control, rover duties, and suicide watch as needed to perform duties and ensure that the duties of subordinates are performed according to policy.

Knowledge of the Montgomery County Detention Facility organizational structure to include avenues of authorization a! nd the responsibilities of units, the chain of command, sections or areas as needed to instruct inmates on proper procedures, refer questions or problems to other officers in the facility, and seek additional information.

Knowledge of sexual harassment laws as needed to ensure work activities are performed uniformly and in compliance with federal laws and to avoid situations that may be construed as harassment.

Knowledge of human behavior to include signs of hostility, depression, anxiety, psychotic behavior, deception, and distinguishing normal from abnormal behavior as needed to recognize behavior that may escalate into a dangerous situation, identify inmates who may need to be watched to prevent suicide, and effectively interact with inmates.

Knowledge of inmate rules and regulations as found in the Inmate Handbook to include prohibited acts, disciplinary actions, how to locate and reference information in the handbook, inmate privileges, and i! nmate rights as needed to encourage inmate compliance with facility pol! icies and ensure inmates' rights are not violated.

Knowledge of specific charges and corresponding court (district, circuit, juvenile court, and domestic relations) handling type of charge in order to complete reports, look up court dates, and complete bonds.

Knowledge of English grammar to include proper sentence structure, pronunciation and spelling, and punctuation as needed to communicate ideas, opinions, and recommendations to others.

Minimum Qualifications As of August 22, 2013, all Corrections Officer Corporals in the Montgomery County Detention Facility, who have completed one year of service. Special Requirements WORK ENVIRONMENT: Works within secured facility with inmates of various classifications (i.e., minimum security to maximum security). May be required to physically restrain or subdue inmates. May be required to inspect perimeter and facility which involves moving from floor to floor using elevators and/or stairs, entering control booths via staircase, etc. Required to work twelve hour shifts.
