Organizational Location: This position is with the DOLâs Office of Mine, Safety and Health Administration (MSHA), District Office 11 located in Homewood, Alabama. The mission of the office is to enforce the Federal Mine Safety and Health Act of 1977 (Mine Act) and its implementing regulations contained in Title 30, Code of Federal Regulations (30 CFR). The District is responsible for regular inspection! activities, the approval of plans for ventilation and dust co! ntrol, roof control, and impoundments, and for training. KEY REQUIREMENTS

Selective Service registration DUTIES:
As a Mine Safety & Heath Assistant you will provide program and administrative support and liaison duties to the Conference Litigation Representative (CLR) and any assigned staff. You will work independently to ensure continued efficiency and effectiveness of the functions of the office while the supervisor and inspectors are out of the office for extended periods of time. You will also serve as a primary clerical support assistant responsible for performing a variety of clerical and technical services. Your duties may include:
Provides program support to the CLR (Conference Litigation Representative) in conducting Safety and Health Conferences to provide mine operators and minersâ representatives an opportunity t! o hear MSHAâs interpretation of regulations and to discuss and resolve all issues relating to violations prior to assessment and litigation.
Schedules dates and arranges for conferences between operators and inspectors, supervisors and the CLR. Researches, assembles, analyzes, and summarizes data for use in the Alternative Case Resolution initiative (ACRI) process, including a copy of the conference letter sent to the requestor, a copy of the citation/order, the issuing inspectorâs notes for the day the citation/order was issued, and other relevant information, such as appropriate approved plans, maps, and policy memoranda, letters, directives, and sample analyses.
Receives contested case packets from the Civil Penalty Compliance Office and assembles and transmits litigation packets from the CLR file and the case packet for the Administrative Law Judge (ALJ), MSHA Counsel or CLR, mine operators, minersâ representative. Ensures all appropriate informa! tion necessary for litigation is included and packets are transmitted w! ithin established time frames.
Researches and assembles information from the files and records for use by the district and headquarters staff in conferences, meetings, or seminars. Maintains confidentiality and accountability of physical and testimonial evidence and records.
Makes travel arrangements for staff members. Provides itinerary, secures travel and motel reservations and prepares travel vouchers upon completion of travel.
QUALIFICATIONS REQUIRED:
You qualify at the GS-05 level if you possess one of the following:
1. One year of specialized experience that demonstrates the ability to maintain record systems; receive, review, and distribute incoming and outgoing correspondence; receive calls and visitors; arrange conferences, appointments, and travel arrangements; OR
2. Successful completion of four years of education above the high school level in any field can be substituted for specialized experience; OR,
3. A! combination of successfully completed post-highs school education and experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Selective Placement Factior (SPF): In addition to meeting experience or education requirements you must show possession of the skill identified below. You may meet these requirements by providing documentation that youâve passed an appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying, within your resume, your proficiency.
SPF: Ability to type a minimum of 40 words per minute

Human Resources will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, your competencies will be rated between 70 and 100 based on your responses to the online assessment. Your application will then be placed in one of three categories based on the level of experience you possess:
1. Category A: Applicants possessing a background that demonstrates a superior level of all evaluation criteria.
