The purpose of this classification is to perform specialized work functions associated with monitoring and ensuring compliance with all applicable rules and regulations for all programs and! activities that are federally funded to include the community development block grant for disaster recovery (CDBG - DR). This position reviews individual, business, and/or agency records that participate in programs and receive funding through the City of Tuscaloosa.
Essential Functions:
The following duties are normal for this classification. Develops, implements, and maintains policies and procedures, standards of conduct, and training materials for general operations of compliance to federal guidelines of grants and programs administered by the city.
Works with federal and state age! ncies to develop, implement, and maintain proper standards of ! review.
Conducts site visits and audits with program recipients to ensure compliance; reviews participant documentation for compliance; responds to allegations of noncompliance; provides reports to supervisor on a regular basis.
Understands and maintains an in-depth knowledge of federal program regulations and requirements; clearly comprehends the related federal program systems; maintains knowledge of the city’s revolving loan program, down payment assistance program, and small business recovery loan assistance.
Responsible for ensuring CDBG-DR funds are used in accordance with all program requirements to include sub-recipient agreement terms and requirements; subordinate organizations to agreement terms and conditions; record keeping and documentation of all activities, costs and beneficiaries.
Creates internal controls and practices for oversight of requests to include required reporting activities and meeting program objectives.
Plan! s and administers activities for program eligibility to ensure allocable and reasonable costs are in compliance; ensures proper data is tracked and reported according to CDBG-DR requirements.
Conducts internal monitoring of CDBG-DR program; performs CDBG-DR external audits and inquiries; provides training as needed on compliance; writes technical guidance or reports needed to identify and address compliance issues.
Work may involve some evening and/or weekend work as necessary.
Recommends policies and procedures that guide and support the provision of quality services by the City.
Incorporates continuous quality improvement principles in day-to-day activities.
Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.
Must meet regular attendance requirements.
Must be able to maintain good interpersonal relationships with staff, co-workers, managers and cit! izens.
Performs other related duties as required.
! Minimum Qualifications:
Bachelor’s degree in Public Administration, Planning, Business Administration, or a related field preferred; two years of experience in grant oversight and compliance, project coordination, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license.

PHYSICAL REQUIREMENTS: Must be able to operate a variety of automated office equipment including computer, printer, typewriter, copy and facsimile machines, and telephone. Physical demand requirements are at levels of those for light! work.

INTELLIGENCE: Requires the ability to learn and understand relatively complex personnel related principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation.
VERBAL APTITUDE: Requires the ability to record and deliver information, such as in a public speaking situation, to explain procedures, and to follow verbal and written instructions.
NUMERICAL APTITUDE: Requires the ability to add and subtract, multiply and divide, calculate decimals and percentages, and interpret statistical data.
FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment that may include computers/office equipment and standard measuring! and recording devices.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using automated office equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items, automated office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.
COLOR DIFFERENTIATION: May require the ability to discern color.
INTERPERSONAL TEMPERMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
