About the Position:
Incumbent serves as Principle Assistant responsible for comprehensive legal support to International, Support for Others (Interagency/IIS) and Military Programs.

Serves as a senior level
attorney in the Office of Counsel, Mobile District, for International, Support
for Others (SFO) (Interagency-IIS) and Military Programs. Independently
performs the following illustrative assignments and functions. Utilize expert
knowledge of program operations (International, SFO and military constr! uction)
and expert knowledge of fiscal and contract law to! provide legal advice and
assistance Commander and staff on program operations and procurement
activities. Utilize expert knowledge of work for others (interagency and
foreign nation support) in interpretation and applicability of US and host
country laws and international agreements, as well as compliance with Foreign
Assistance Act, Arms Export Control Act, Water Resources Development Act, the
Economy Act, Intergovernmental Cooperation Act, ChiefÂ's Economy Act, and a
variety of DOD regulations and policies applicable to Mobile District military
construction (Army & Air Force), international and SFO program operations.
Provide advice for and participate as active team member in full range of acquisition
cycle for District procurements (CONUS and OCONUS) in military, international
and SFO programs, including acquisition planning and strategy, formulation and
drafting of source selection plans, advice to technical boards and s! electing
officials, contract award process, and contract administration. Serve as Trial
Attorney for agency and GAO protests, mistakes-in-bid. Work under general
supervision of District and Deputy Counsel, but carry out duties exercising
prudent and independent judgment, with ability to provide on-the-spot advice
and to develop innovative solutions to legal problems with little precedence.
Independently confer regarding project and program operations (to include on
authority, fiscal, construction and procurement issues) with senior military
and civilian personnel within the District and with high ranking officials in
other commands (SOUTHCOM, IMCOM, MEDCOM, AF) and with diplomatic staff (US
State Department and host nation officials) in OCONUS missions. Practice
preventative law in all areas of responsibility to include staff training and
communication on legislative, regulatory and case law developments.

QUALIFICA! TIONS REQUIRED:
Applicants will be evaluated to determine if th! ey meet the minimum qualification requirements and the extent to which their application shows possession of the following specialized experience associated with the position.

Expert knowledge of legal issues involved with work for others (interagency and international support), including interpretation and applicability of US and host country laws and international agreements, Foreign Assistance Act, Arms Export Control Act, Water resources Development Act, Economy Act, Intergovernmental Cooperation Act, Chief's Economy Act, Stafford Act, and applicable DOD regulations and policies.

Expert knowledge and experience with Army & Air Force Military Construction process from 1391 development, procurement/acquisition, and contract administration, as well ability to provide advice and opinions with regard to fiscal limitations based on Army & Air Force regulations and policies.

Expert knowledge of fiscal and contract law, to include experience serving a! s legal counsel for, and participating as active team member, in full range of federal agency acquisition/procurement cycle including acquisition planning and strategy, formulation and drafting of source selection plans, advice to technical boards and selecting officials, contract award process, and contract administration, including representing the agency in protest actions and with regard to mistakes-in-bid.

Experience working directly with senior military and civilian personnel across commands and with diplomatic representatives.

Ability to effectively communicate and be persuasive orally and in writing with diverse staff, high ranking officials, agency representatives, technical experts, and legal professionals.

VETERANS PREFERENCE INFORMATION : There is no formal rating system or applying veteran's preference to attorney appointments in the excepted; however, the Department of the Army considers veteran's preference eligibility a posi! tive factor for attorney hiring. Applicants eligible for veteran's pref! erence must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active) to their submissions. Time in Grade Requirement : If currently employed as an attorney by the federal government you must have completed one year of time-in-grade at the next lower grade level within 30 days of closing date of the announcement, or previously served at the same or higher grade as the position filled.

The following minimum qualification re! quirements must be met before applicants are eligible for further consideration.

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar Membership: An applicant must currently be member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
