Location: Birmingham, Alabama

Location: U.S. Department of Labor Occupational Safety and Health Administration Region IV -Birmingham, AL Area Office Bargaining Unit: NCFLL Salary range: GS-07 $38,790 - $50,431 per annum GS-09 $47,448 - $61,678 per annum Relocation expenses will not be paid. A probationary period may be required. DUTIES:
FOR GS-07

1. Accompanies and assists ! senior IHs on investigations involving a large variety of high! risk operations, or different work processes, practices or environments to further develop knowledge of standards and use of sampling and equipment.

2. Visits worksites, holds opening conferences with the employer and with the employee representative, when appropriate, to explain the purpose and scope of the inspection. Provides general information concerning the legislation and regulations under which inspections are performed.

3. Reviews company's required recordkeeping, interviews employees, takes photographs and collects environmental samples using a variety of sampling equipment.

4. With assistance from senior IH prepares report of the inspection recommending citations, and proposed penalties, showing alleged violations, standards applicable, and abatement dates.

5. Submits samples to laboratory for analysis as required. With assistance of senior IH, analyzes and interprets results of laboratory analysis of field tests and determine! s exposure levels.

6. Conducts a closing conference with the employer to review hazards noted, obtain further information as needed, and to obtain estimated period of abatement. Contacts the Area Director in possible imminent danger situations.

7. Participates with Regional Solicitors Office, the Area Director or senior CSHO, in developing own cases under contest. Testifies under legal adversary procedures to direct examination by Federal Solicitors, cross examination by company attorneys, attorneys representing employees, and questioning by the judge hearing the case.

8. Performs field calibration of equipment.

FOR GS-09

1. Prior to inspections, become familiar with work operations, materials and other relevant facts about the workplace.

2. Conducts or participates in the opening conference with management and employee representatives to explain the nature and scope of the inspection. Provides detailed information conce! rning the legislation, regulations, and authority under which inspectio! ns and investigations are performed.

3. Reviews and evaluates company's occupational health and safety records.

4. Conducts walk-through inspection, accompied by employer and employee representatives. Takes notes of conditions and of any apparent violations of standards, takes screening samples and measurements as appropriate and determines what long-term samples have to be taken on a subsequent day. Photographs are taken in hazardous conditions.

5. Plans the methodolgy and executes the appropriate industrial hygiene survey procedures necessary to confirm the existence and severity of violations of federal health standards and evaluates control measures in effect or needed.

6. Interviews employees, as necessary, to further evaluate specific and overall conditions of the working enviroment.

7.Upon completion of sampling, conducts or participates in closing conference with management to discuss preliminary findings, answer question! s, and discuss possible control measures and abatement periods.

8. Upon return to office, sends samples to laboratory for anslysis.

9. Prepares report or portion of report, citing violations and recommending penalties and abatement dates. QUALIFICATIONS REQUIRED:
Applicants must meet qualification, legal, and regulatory requirements for the position by the closing date of this vacancy announcement. A. To Qualify Based Only on Education: Successful completion of a full 4-year course of study in an accredited college or university that included the following: A bachelor(s or higher degree in industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, bio-statistics, biology, physiology, toxicology, epidemiology, or industria! l hygiene. Courses in the history or teaching of chemistry are not acce! ptable. For GS-7: 1 year of graduate level education, or Superior Academic Achievement at the undergraduate level {(A) Upper third of graduating class: (B) 3.0 GPA for all coursework during the last 2 years: (C) 3.5 GPA in required courses completed in major field during the final 2 years; or (D) Membership in a national scholastic honor society}. For GS-9: 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree at an accredited college or university in a field of study described above. For GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree from an accredited college or university in a field of study described above. OR: B. Combination of education and experience: At least 12 semester hours of course work in chemistry including organic chemistry, and 18 additional semester hours as specified in A above, plus additional education and/or experience.! All science or engineering courses offered in fulfillment of the above requirements must have been acceptable for credit toward the completion of a standard 4- year professional curriculum leading to a bachelor's degree in science or engineering at any accredited college or university. Qualifying experience may have been obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropri! ate controls, including management, medical, engineering, education, or! training, and personal protective equipment. Any combination of graduate level education and professional work experience described in A & B above that equals 2 years is qualifying for GS-9. Any such combination that equals 3 years is qualifying for GS-11. At least 1 year above professional industrial hygiene experience must have been at a level of difficulty comparable to the next lower grade level in the Federal Service. Specialized experience at the GS-7grade level include: Knowledge of health hazard control concepts, principles, and practices. Familiarity with control measures sufficient to identify possible approaches to the more effective and efficient control of exposures to workers. Ability to effectively communicate both orally and in writing.
Specialized experience at the GS-9 grade level include: Knowledge of the concepts, principles and practices in industrial hygiene and knowledge of health hazard control concepts, principles, and practices. Skill u! sing control measures sufficient to identify possible approaches to more effective and efficient control of exposures to workers. Ability to effectively communicate both orally and in writing.
