The fundamental reason that this classification exists is to supervise the collection of business license fees and the issuance of various licenses such as marriage, hunting, fishing and boating, and drivers. The major work responsibilities include issuing business licenses, collecting delinquent business license fees, penalties and interest, implements the junk yard regulations, maintaining records and preparing reports, issuing new marriage licenses and certified copies, issuing boating, hunting and fishing licenses, renewing drivers license, supervising two or more permanent and temporary employees, and contributing to department objectives. The License Inspector makes decisions regarding the work flow of office staff. The License Inspector has final authority during field visits to delinquent businesses and has broad discretion in the interpretation of laws related to the collection of license fees. Supervision is received from the Chief Clerk. Essential Functions The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Issues business licenses using forms, computer, printer, and calculator, following State Privilege License Handbook, applicable state laws and probate office policies and procedures, in order to collect legally mandated revenues.
Prepares schedules for the initial mailing of renewal notices and delinquent notices of all business licenses. Edits notices to include revising or adding new information to provide information to taxpayers concerning changes in the law or concerning opinions from the State of Alabama Sales and Use Tax Division. Issues application to business owner and reviews to determine the type of license to issue. Asks appropriate questions to determine location and nature of business. Enters information in computer, including appropriate code corresponding to the type of license to be issued. Collects fees and prints license. Refers business owner to other agencies to obtain additional licenses such as Health Department, ABC Board, State Sales Tax Office, or City Tax & License Department. Issues decals for certain types of vending machines. Files citations issued by License Inspector or State Examiners, receives fees and issues license. Researches information in the Code of Alabama or other sources.
ESSENTIAL FUNCTION: Issues new marriage licenses and certified copies, using marriage license certificates, drivers license, birth certificates, affidavits, microfilm reader and printer, and computer, following applicable state laws and probate office policies and procedures, in order to document marriages.
Inspects identification documents such as driver's license or birth certificate from parties and verifies that information on application is correct. Requests and verifies identification of parent or guardian of minor applying for marriage license. Provides affidavit form to be completed when one parent of a minor is not available for consent. Enters information in computer, collects appropriate fees and issues marriage license. Reviews completed marriage licenses received from minister or clerk and returns if not filled in correctly. Records completed marriage licenses in computer and files original in numerical order. Issues certified copies of marriage licenses and collects fee. Enters book and page number of marriage license in computer for name change. Retrieves older marriage licenses from microfilm and prints copies.
ESSENTIAL FUNCTION: Issues dealer license plates annually to qualifying retail dealers, wholesale dealers, manufacturers, and motorcycle dealers using regulator licenses, affidavits, city licenses, and sales tax verification forms following applicable tax laws and probate office policies and procedures in order to provide appropriate dealer plates to Montgomery County automobile dealers.
Verifies possession of a current and valid Montgomery County Section 51 business license. Obtains a dealer tax affidavit for authorization of purchase of tags. Verifies identity of prospective purchaser as listed on dealer tag affidavit. Issues type plate(s) according to category of tag allowed by law. Issues plates in numerical order. Maintains a sufficient inventory of each category of tags. Orders and re-orders as needed. Enters information into computer program, collects appropriate fees and issues tag receipt. Prepares daily and end of month reports for accounting. Monitors Alabama Department of Revenue website for revoked dealer licenses and notifies dealer to return plates to Judge of Probate. Physically inspects address if appears fraudulent. Notifies Alabama Department of Revenue of any suspected fraud. Assists law enforcement officials in enforcement of dealer tag restrictions. Maintains audit records of issued tags to include supporting documents.
ESSENTIAL FUNCTION: Supervises two or more permanent and temporary employees using sign in/out sheets, leave register, and a calculator, following Montgomery City-County Personnel Rules and Regulations, Employee Handbook, Montgomery County Policies and Procedures Manual and probate office policies and procedures, in order to ensure that the workload is fairly distributed, that adequate staff levels are maintained, monitor performance and communicate information to the staff.
Verifies time sheets of employees for accuracy. Verifies leave balance that is available for use by employees. Schedules lunch breaks to ensure that office is adequately staffed. Schedules and approves leave. Trains employees on work tasks. Monitors work levels and adjusts work accordingly. Monitors and evaluates employee performance. Prepares performance evaluations for employees. Counsels employees concerning work performance. Makes recommendations regarding employee status to the management staff. Documents continuing or serious problems as directed. Communicates with personnel orally and in writing regarding work rules, changes in procedures and general information. Hires and trains temporary workers to assist with the preparation of collection letters and citations to delinquent business owners. Refers serious or recurring problems in performance to superior.
ESSENTIAL FUNCTION: Collects in the field delinquent business license fees, penalties and interest, using computer, calculator, citation forms, printout, and personal automobile following State Privilege License Handbook, applicable state laws and probate office policies and procedures, in order to enforce state and local revenue and licensing laws.
Visits business establishments to determine if they have the proper licenses displayed. Prepares and serves citations for improper or insufficient license. Performs follow-up inspections when licenses are not purchased within the allotted time. Calculates penalties, interest and citation fees and collects amount due prior to issuing a license. Writes letters to business owners to collect unpaid license fees. Testifies in court as required concerning the efforts made to collect license fees. Explains license laws and fees to citizens, including the penalties for non-compliance. Compares records of licenses issued by the City to the licenses issued by the Probate Judge to discover and investigate discrepancies. Exercises arrest powers as needed.
ESSENTIAL FUNCTION: Maintains records and prepares reports using computer, print-outs, cash, checks, telephone, and calculator following Code of Alabama, departmental policies procedures, as needed to receive and disburse funds and provide documentation for auditors.
Audits or supervises the audit of cash drawers to ensure accuracy of fees and data collected. Maintains inventory of business licenses, boat registrations, hunting and fishing licenses. Balances cash drawer so that the total of cash and checks received matches the daily report. Resolves errors and makes adjustments to records as needed to balance. Prepares bank deposits and deposits funds in the bank. Maintains all license related records for auditing purposes. Maintains detailed, accurate information as to the percentage of disbursements to IS so that programs can be edited for compliance in disbursal to agencies on a monthly basis. Prepares detailed written reports to the County Commission and State Department of Revenue showing the amount of penalties collected, from whom and for what collected. Remits penalties and citation fees collected to the County Commission. Prepares monthly report to include all sales, number of each individual item sold. Prepares a monthly driver's license report as assigned for the accounting department to include renewals, CDL, school bus, non-driver identification and duplicate. Prepares a weekly registration report that tallies the number of people registering to vote. Prepares a monthly report to the Probate Court of the different types of receipts for the month. Keys in corrections when errors are located. Makes change for the cash drawers and/or obtains change from the bank. Obtains and reviews documents submitted by customers requesting refunds.
ESSENTIAL FUNCTION: Issues boating, hunting and fishing licenses using permits, computer, currency, checks and calculator, following applicable state laws and probate office policies and procedures, in order to collect legally mandated revenues.
Issues boating, hunting and fishing licenses; sells fresh, saltwater, lifetime, non-resident and disabled licenses. Issues permits for specialized game (i.e. geese, doves or ducks etc.) Issues hunting / fishing licenses for state or county, by checking driver's license or proof of residence. Assesses fees according to type of license, special permit, in-state or out-of-state based on established list of fees. Issues boating test manuals. Prepares daily balance report of cash drawer and receipts collected and prepares a deposit slip. May assist in reviewing and verifying daily reports and prepare monthly reports as required.
ESSENTIAL FUNCTION: Renews driver's license using camera, computer, printer, checks, currency and calculator, following applicable state laws and probate office policies and procedures.
Issues drivers license renewals, collects fees, takes picture and enter driver's license number into the computer. Refers customers with expired or out-of-state licenses to Department of Public Safety. Issues Commercial Drivers License (CDL) manuals to customers. Registers individuals to vote and issues voter registration certifications. Issues voter certification to citizens for out of state travel. Unloads exposed driver's license film for pick up every Friday for delivery to DPS for issuance of hard copy licenses. Processes name changes on drivers license using marriage license, divorce decree or docket number from the Probate office and collects old license. Sends old drivers license and data cards to the Department of Public Safety.
ESSENTIAL FUNCTION: Implements the junk yard regulations using computer, printer, copier, business records, and personal automobile following probate office policies and procedures as needed to ensure that junk yard owners are in compliance with the law.
Reviews business license records and issues citations, assessments, penalties and interest to non-compliant taxpayers. Inspects junk yards for compliance. Audits the records of companies for compliance and verifies through a paper trail the life of each scrap tire from the point of receivership to the point of disposal. Maintains licenses sold and forwards revenues to the county finance department. Develops new policies, procedures and methods to implement the regulations.
ESSENTIAL FUNCTION: Contributes to department objectives by assisting co-workers, accepting additional assignments and performing related tasks as needed.
Serves as the liaison between Montgomery County and state agencies in matters relating to business license press releases, legislation briefings, and media affairs regarding existing and pending legislation and its impact. Works with Information Systems to implement new or updated computer programs to meet data input, processing and reporting requirements. Explains procedures, fees and makes referrals to other offices or agencies. Researches information in the Code of Alabama or other sources. Assists in the Tag/Title Office as needed. Knowledge, Skills and Abilities Knowledge of current laws and procedures pertaining to the issuance of drivers licenses to include entering current drivers license number in the computer, referring out of state or invalid licenses to Department of Public Safety, current fees for renewal of regular and CDL licenses, and providing information about voter registration when driver's licenses are renewed.
Knowledge of current laws and procedures pertaining to the sale of hunting, fishing and boating licenses to include how to look up fees based on the type of license requested, knowledge of the various types of hunting and fishing licenses available, whether the person is an Alabama resident, and knowledge of the proper forms to use.
Knowledge of current laws and procedures pertaining to the sale of business licenses to include how to use the State Privilege License Handbook, knowledge of the different types and locations of business, whether the business is selling a product or service and the types of services which are taxed, when a supplemental license is required, and other licensing agencies or requirements.
Knowledge of the current laws and procedures pertaining to the issuance of marriage licenses to include knowledge of the proper identification required, the age at which a minor may marry and the requirements for parental consent, what is necessary for someone who is in jail to obtain a marriage license, and the appropriate fees required.
Knowledge of Probate Office policies and procedures to include information required from customer in order to accept a personal check, procedure for handling cash drawer shortages, and what to do if a customer is rude or refuses to comply with the law or procedures.
Knowledge of the County Employee Handbook to include the rates at which annual, sick and compensatory leave are accrued, the procedures for requesting, using and reporting leave, procedures for reporting a work-related injury as needed to supervise employees and enforce policies and procedures.
Knowledge of basic accounting principles to include debits, credits, and balance sheets as needed to complete daily and monthly audits, balance money against printed figures, and break down interest charges monthly.
Knowledge of tag line operations to include sales tax computations, amount due, manual computation of fees, applicable penalties, calculating taxes due, escape codes, appropriate documentation required from customer, and appropriate affidavits to give to customer as needed to fill-in for tag clerks or tag supervisor.
Knowledge of progressive discipline procedures found in Montgomery City-County Rules and Regulations to include discipline steps, necessary documentation, and notification procedures as needed to supervise clerks.
Knowledge of Montgomery County geographic and demographic layout to include location of communities, City and County boundaries, location of major landmarks and businesses, and location of government-owned property, as needed to locate and travel to area businesses.
Knowledge of the principles of office management to include standard filing and records maintenance procedures, knowing what quantity and quality of office supplies to keep on hand and where to purchase supplies, knowledge of the functions and capabilities of various types of office equipment, recognizing busy and slow periods of operation, and how to handle customer complaints or problems as needed to provide adequate staff, supplies and equipment to meet operational demands.

D. certificate and two years of experience in the assessment or collection of ad valorem taxes and fees, in the collection of delinquent accounts, OR in the licensing process as it relates to retail, wholesale, professional or construction businesses; and one year of direct supervisory experience; or an equivalent combination of education and experience. Special Requirements Must have and maintain a valid driver's license as needed to visit delinquent businesses. Ability to work overtime as needed. Ability to travel to business locations within the county or to travel out of the country as needed to attend workshops.
