The fundamental reason this position exists is to manage the city's construction contract procurement process and the Public W! orks Department's special projects. The essential functions are: manages the city's construction procurement process; coordinates with city personnel and professional services firms; develops and administers project manuals, bid packages, city construction contracts, professional services contracts and request for proposals; manages and conducts Public Works Department special projects; and serves as the Public Works Department's point of contact. This position reports to the Public Works Director. ESSENTIAL FUNCTION: Manages the city's construction procurement process and manages bid activities to ensure compliance with the State of Alabama Competitive Bid Law.
Develops and submits all legal advertisements, reviews associated invoice and approves payment.
Informs interested minority contractors and general contractors subscribed on the city's bidder list that projects are let for bid, encourages participation and advises of special requirements or qualifications.
Sells bid packages to interested bidders, receives payment and makes deposits.
Maintains planholder and bid list information and disseminates to public.
Officiates Pre-bid meetings and gives concise verbal instruction to potential bidders of lawful procedures and methods requir! ed to submit complete bids in compliance with State Bid Law.
Serves as a point of contact for all bid related inquiries.
Administers addenda to planholders and potential bidders.
Officiates and oversees intensive Bid-opening meetings to ensures all bid activities are in compliance with State Bid Law: examines sealed proposal envelopes to verify lawful information is written and attached to the outside; opens sealed proposals at the time stated in the advertisement; reviews opened bid proposal documents and accepts complete bids and/or rejects incomplete bids; reads bid amount to meeting attendees; records amounts in writing; manages contentious and highly-competitive attendees and/or stake holders; and maintains order of any legal protests.
Evaluates bid proposals submitted by the contractors and verifies bond authenticity and amounts.
Confers with the Special Investigative Division of the Alabama Licensing Board of General Contractors to verify each bid! der is licensed to perform the associated work.
Prepares certified ! bid tabulation records and disseminates to bidders and public entities.
Administers Notice of Award and Notice to Proceed.
Maintains a bid law reference manual and keeps current with revisions.
Maintains city's general contractor bid list.
ESSENTIAL FUNCTION: Coordinates with city personnel and professional services firms to prepare a scope of work and negotiate the contract terms to renovate, repair, make additions, or perform safety compliance upgrades to fire stations, libraries, or other city owned buildings.
Schedules internal meetings with Building Maintenance Director and city staff to identify concerns and develop a scope of work to be performed to the facility.
Develops and administers Request for Proposals to solicit a response from qualified professional services firms.
Conducts project meetings with city facility staff and potential firms to ensure the outside party has a clear defined understanding of the scope of wo! rk to be performed.
Meets with city facility staff to evaluate each Request for Proposal received and make recommendations for selection and award.
Conducts project meetings with selected firm and city facility staff to negotiate terms and administers the associated professional services contract.
Coordinates with the selected firm and city facility staff to procure construction bids for the construction phase of project.
Coordinates with Fire Department and outside contractors to ensure building safety compliance upgrades are achieved and managed.
Resolves conflicts between professional services firm and city facility staff.
ESSENTIAL FUNCTION: Develops and administers project manuals, bid packages, city construction contracts, professional services contracts and request for proposals.
Coordinates with architects, engineers, or professional consultants to obtain technical specifications.
Coordinates with city departments to ! obtain project-specific wage rates.
Evaluates the project cost, sco! pe of work and funding source to determine which city specifications should be included in the bid documents and develops project manuals and bid packages and ensures adequate insurance requirements, surety forms or supplemental requirements are inserted and are in compliance with State Bid Law.
Coordinates with various State Departments to obtain and prepare State Specifications and project manuals for State funded jobs.
Reviews bid packages for formatting errors or incompleteness.
Administers architectural, engineering, annual service and construction contracts and ensures the contractor sufficiently supplies executed certification, bond forms and insurance certificates.
Administers contract change orders and/or amendments for revision to the project scope or contract amount.
ESSENTIAL FUNCTION: Manages and conducts the Public Works Department's special projects in the field or office as assigned by the Public Works Director.
Evalu! ates special assignment directives and develops an approach to implement and accomplish assignments within the timeframe allowed.
Executes and manages long-term projects by performing extensive audits of financial records, analyzing complex data and/or conducting field investigations in order to produce summaries and conclusive findings to serve as a basis for which the administration will make departmental adaptations or recommendations to the mayor.
Conducts field investigations of city-owned property and dilapidated structures and references city ordinances, resolutions, and departmental procedures, to asses and grade the property or structures.
Participates in property management work groups to develop a schedule of demolition activities.
Collaborates with city employees, organizes project teams, and monitors team progress to ensure activities support the goals of the Public Works Director.
Assures the mission of the administration is presented in a ! strong, positive image to citizens, public agencies and city council. References city ordinances, resolutions and/or departmental policies to provide accurate information and answer questions from the public.
Produces and maintains daily logs, project notes, and chain-of-event timelines used to preserve and document detailed project events.
Visits city construction sites to obtain status updates and photographs and write reports of new or on-going projects.
Prepares, formats, proofs and edits documents to disseminate difficult information clearly.
Serves on Boards as requested by Public Works Director (e.g., Alabama Public Works Association).
ESSENTIAL FUNCTION: Serves as the Public Works Department's point of contact for complaints, inquiries, requests for special services and performs public relations duties.
Receives citizen, councilmember, and mayoral requests for special services and performs follow-up activities with the requesting agent to ensure the request has been resolved and fulfilled to! their expectations.
Meets with citizens, homeowner associations, or other organizations to plan the design and location of neighborhood signs and historic markers.
Oversees daily work performance of contractor and inspects deliverables to ensure the color, grade, and material meets specifications.
Resolves conflicts between contractor and homeowners.
Receives and approves final invoices for payment.
Manages public complaints in order to find the nature of the dissatisfaction and the appropriate type of solution, or respectively explains why the city cannot resolve the complaint.
Conducts research of project records, financial records, county records, and performs field investigations to produce engaging, informative reports and/or project presentations for city council ad hoc committees, city administration, neighborhood associations or public forums.
Conducts public interviews and/or administers questionnaires or registration forms to gather in! formation.
Visits citizens and homeowner representatives to distrib! ute announcement, letters or brochures for city councilmembers and city administration.
Compiles information used for magazine publications or speaking events.
Coordinates communication campaigns or special events for administration and accompanies Public Works Director to provide assistance.
Operates the city's video production equipment and produces field-based and studio-based documentaries, interviews, or informational segments of various public works activities used for airing on Capitol City Connection.
Develops and manages content and visual aspects of various websites.
Maintain photographic library to record events and presentation slides. Knowledge, Skills and Abilities Knowledge of principles and organizational methods of Public Works Department offices.

Knowledge of City Standard Specifications and front-end sections to administer contracts.

Knowledge of types and grades of material used to construct signs, monuments and statues.
Knowledge of planning, design and construction principles to oversee special construction.
Knowledge of digital photography and videography for use in capturing project photos and footage.
Knowledge of roadside safety practices n! ecessary to oversee unloading materials, using cones, flashers and/or o! ther practices.
Knowledge of fastenings and brace supports used to construct post-mount structures.
Knowledge of footing material and framework for constructing brick masonry monuments.
