The primary purpose of this position is to manage all areas of personnel, compensation, and benefits including compliance with policy provisions at the most ! cost-effective method to the company and its employees.

Responsibilities Include But Are Not Limited To:

  • Provide for an efficient and productive work environment for human resources personnel including availability/scheduling, computer systems, equipment, supplies, communication of goals and objectives, feedback on performance.
  • Determine human resources goals of management and carry out objectives. Make recommendations for changes.
  • Negotiate, bid, purchase, and maintain all insurance policies, service agreements, and contracts with administrators, attorneys, auditors, actuaries, brokers, consultants, record keepers, and trustees.
  • Remain current on related regulatory issues to ensure that O'Neal's human resources policies and plans are in compliance.
  • Maintain the integrity and equity of benefit plans to avoid disqualification or loss resulting from benefit plan legal action, IRS penalty, or catastrophic claim.
  • Ensure that tax filings, discrimination testing, annu! al service data, and legal documents are produced in timely and accurate manner and that pertinent records are maintained. Respond to IRS/DOL inquiries and audits.
  • Maintain up-to-date Summary Plan Descriptions/Plan Documents, DOL reporting.
  • Keep departmental costs at a reasonable and comparable level while maintaining quality. Analyze and evaluate claims data for accuracy and cost management.
  • Conduct, coordinate, or participate in the periodic audit of human resources surveys, plans, policies, and procedures.
  • Communicate benefit plans and human resources policies/procedures to participants.
  • Counsels with managers in the interpretation and administration of policies to ensure conformance with company procedures.
  • Assists retained counsel in the research of employment-related claims, litigation, policy and procedure recommendations.
  • Annual Service Data: Defined Benefit/Defined Contribution Plans; ADP/ACP (Discrimin! ation Testing).
  • Participate in national and local organizations to further ONeals goals in human resources/benefits legislation, cost management, and education (i.e. Chairperson- ONeal Retirement Committee, Society for Human Resources Management, etc.)
  • Quality Responsibility: Responsible for providing error-free work to all internal and external customers as related to the output of their position.
  • Developing and maintaining an effective Corporate training function, to include leadership training for all divisions
  • Develop a compensation function for Corporate and coordinate the compensation benchmarking at other divisions with Corporate.
At least 5 years of Human Resource related management experience. Experience in benefits, training, compensation, and succession planning

  • Understand and be familiar with personal computers, including the use Microsoft Office products.
  • Possess a Bachelor's degree from ! four-year college or university in Business or Human Resources; or four! to five years related experience and/or training; or a combination of education and experience.
  • Must be able to add, subtract, multiply, and divide using whole numbers, common fractions and decimals.
  • Must possess strong communication skills using the English language in both written and verbal form.
  • Must be able to apply common sense understanding to carry out instructions furnished in written,
oral, or diagram form

Desirable Skills:
  • Presentation skills and experience.
  • Experience in presentation software such as PowerPoint.
