LOCATION: Montgomery, AL

The Central Alabama Veteran Health Care System (CAVHCS) is a consolidated health care system that includes the VA Medical Centers in Montgomery and Tuskegee, Alabama as well as Community based Outpatient Clinics (CBOCS) in Dotha! n Alabama, Ft. Rucker, Alabama, Monroeville, AL and Columbus Georgia. The Primary duty station for this position is at the Montgomery Campus. The employee will be required to work onsite at the other locations.

This position is assigned as Secretary in the Office of the Health Care System Director at Central Alabama Veterans Healthcare System (CAVHCS).

You will be receiving, scheduling, referring, and contacting members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public; coordinating all clerical and work flow functions for the Office of the Health Care System Director and other executive leadership; being involved in high level contacts with visitors and callers from such organizations as congressional offices, members of the news media, state and local officials, high ranking officials in the field of industry, public action groups, attorneys, presidents of major national or international fir! ms or organizations, and/or leading representatives of government; coor! dinating in the office's programs outside the medical center representing a portion of the secretary's work time; significant amount of time is involved with public contacts and customer service because the medical center is interlocked with other organizations, veterans and/or their significant others; acting as liaison to managers and staff within the medical center and providing accurate advice on procedures, reports, requirements, and other matters necessary to implement policies, directives and instructions; informing them on current issues and programs; notifying the appropriate service line chiefs and supervisors of the need for information or recommendation, and preparing responses or follows up to ensure a timely response; and performing other related duties as assigned.

Specialized Experience Requirement:
Specialized experience is experience that eq! uipped the applicant with the particular knowledge, skill, and ability to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For the GS-09 grade level, you must have on year of specialized experience equivalent to the next lower grade level (GS-08). Specialized experience includes but is not limited to: assist with the monitoring of new policies, procedures, and initiatives; prepare selected controlled correspondence, briefing papers, and other correspondence concerning program planning, evaluation of issues, and personnel; exercise sound judgment in determining who should have access to the Director or personally handle contact utilizing tact and good communication skills; knowledge of administrative practices and pro! cedures to conduct review or studies of clerical and administrative wor! k processes; perform duties independently, adapt quickly to emergent situations when guidelines are lacking; compile information from various sources for preparation of various reports, documents, or programs; proficient with office automation in order to recommend and implement more effective office operations; develop and maintain comprehensive files and data on a variety of policies; use initiative and ingenuity in adapting guidance to resolve problems that arise.

Typing Proficiency:
This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute .
You will be rated on the following competencies as part of the assessment questionnaire for this position.

Knowledge and skill in handling simulations and conflicts requiring the use of initiative to determine the approach to be taken or methods to use.

Skill in documenti! ng reviews, compliance issues, site visits, evaluations, various issues related to healthcare and complaints, etc.

Knowledge of policies and views on all significant matters affecting the organization.

Knowledge of administrative concepts, principles, and practices sufficient to perform independently, duties involving, eliminating conflict and duplication of work.

Knowledge of calendar features in scheduling meetings and conference calls for executives.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of ! the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
