Applicant will work under the general supervision of the Fort Rucker Office of the Staff Judge Advocate (OSJA), with the supervisor out! lining basic policies and objectives. Applicant independently plans and organizes day-to-day missions; researches legal and factual issues; drafts legal reviews, opinions, recommendations, case filings, and other legal documents; and advises and coordinates with staff and agency officials in matters within the applicant's area of responsibility.

Provides oral and written advice concerning civilian personnel law and all labor relations matters.
Practices preventive law by informing management of the impact of changes in civilian personnel and labor law and regulation.
Represents Department of Army as a trial attorney before arbitrators,investigators and administrative judges from various agencies including the USA Civilian Appellate Review Agency, the Merit Systems Protection Board, the Equal Employment Opportunity Commission, the Federal Labor Re! lations Authority, and the Federal Services Impasse Panel.
Cases involve union/employee grievances on a wide variety of topics, adverse actions, reductions in force, employment discrimination,collective bargaining, negotiability determinations and unfair labor practice charges.
Prepares and presents briefs on factual and legal issues,including motions, requests for admissions and discovery, subpoenas and other proceedings; prepares litigation reports for civilian personnel/labor relations/EEO civil actions.
Negotiates settlements and stipulations with employees'attorneys. QUALIFICATIONS REQUIRED:
Applicants will be evaluated to determine if they meet the following minimum qualification requirements and the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.
The ability to provide legal advice and services to military personnel, retirees, military dependents, and other authorized personnel.
Ability to do! research on legal and factual issues.
Ability to act on claim matters including investigation of incidents which might result in claims for or against the government.
Ability to communicate orally and in writing.
Knowledge of Labor/Employment, civilian personnel law, employment discrimination law, Title X employees and labor relations matters.
Skill in working with Equal Employment Opportunity Commission (EEOC), the DOD Office of Complaints Investigation (OCI), the Merit Systems Protection Board (MSPB), and the Federal Labor Relations Authority (FLRA).
VETERANS PREFERENCE INFORMATION : There is no formal rating system for applying veteran's preference to Attorney appointments in the excepted service; however, the Department of Army considers veteran's preference eligibility a positive factor for Attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting do! cuments (e.g., DD Form 214, Certificate of Release or Discharge from ac! tive duty) to their submissions. TIME IN GRADE REQUIREMENT : If currently employed as an Attorney by the Federal government you must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position filled.
The minimum qualification requirements must be met before applicants are eligilble for further
consideration.
An applicant must have completed a full course of study in a school! of law accredited by the American Bar Association (ABA) and have a professional law degree (LLB or JD).
Bar Membership: An applicant mustcurrently be a member in good standing of the bar of a State or Territory of the United States, or the District of Columbia or Commonwealth of Puerto Rico.
Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
